There are two ways of legalizing a Power of Attorney in UAE to use in Russia. The first option is the standard legalization process which involves multiple steps that includes notarization, attestation by the UAE Ministry of Foreign Affairs, legal translation and attestation at the Russian Embassy or Consulate in UAE. The second option is to notarize the Power of Attorney at the Russian Embassy or Consulate in UAE directly, which is more straightforward and involves less steps.

Legalization process of any document including Power of Attorney issued in UAE to be used in Russia will involve following steps:

  1. (Electronic) Notarization in the UAE The initial step is to have your Power of Attorney notarized in the UAE. This can be accomplished by visiting the notary public offices personally or through electronic notarization.   1. Preparation of the Draft. Prior to your visit the Power of Attorney has to be prepared in accordance with acceptable standards of the Embassy.
  2. Collection of Documentation. Depending on the Power of Attorney, the Embassy or Consulate official would require various documents including IDs and ownership documents in relation to assets. The Embassy or Consulate official would act as the notary and verifies the authenticity of the documents.
  3. Securing an Appointment at the Embassy or Consulate. Notarizing the document at the Embassy or Consulate requires personal visit by the person who will sign the Power of Attorney. Personal visit can be done only after securing an appointment.
  4. Visiting the Consulate. On the date and time of appointment the principal, the person who is giving the POA, must visit the Embassy or Consulate with relevant documents. If the person is not physically in UAE, then this would not be an option and the person can issue a Power using the standard legalization process 9which is explained above). Once the documents and identities are verified, the Embassy or Consulate official notarizes the Power of Attorney, which can be used directly in Russia without any additional attestation.
